The “Location” criterion aims to identify the attractiveness of the Country in terms of beauty and liveability. The 5 indices identified for this category are:

1. "Beauty”: this is an index that takes into account the more purely "aesthetic" factors of the Country, combining the climate, geographical, tourist and environmental factors.
2. "Safety”: this is a vote attributed to the Country on the basis of its positioning in the “Safety index” which indicates the level of safety and crime in the Country;
3. "Pollution”: again in terms of attractiveness, the third criterion assigns a vote based on the positioning of the Country in the “Pollution index” which measures the level of environmental pollution in the Country;
4. "Services”: the fourth criterion assigns a grade based on the Country's positioning in the “Public Services Index” which measures the level of quality and efficiency of public services in general;
5. The fifth criterion is a rating from 1 to 5 attributed by the firm's experts on the basis of a general overall consideration of the other 4 criteria and on the basis of their professional and personal experience gained on site.

The second macro-criterion aims to evaluate the conditions of freedom existing in that given Country, from different points of view. The 5 indices identified for this category are:

1. "Democracy”: the first index assigns a vote based on the Country's positioning in the “democracy index” which measures the level and quality of democracy in that given Country;
2. "Economy”: the second criterion instead evaluates the country's economic freedom index, assigning a grade based on the positioning in the Economy Freedom Index;
3. "Speech”: another important factor of freedom is certainly that of the freedom of the press or of speech in that given Country, identified by assigning a grade to the Country based on its positioning in the press freedom index;
4. "Justice”: the actual quality of justice in the Country is also an indicator of freedom; the fourth criterion therefore assigns a vote to the Country based on its positioning in the "Rule of law index", which measures the quality of justice in the Country by measuring some parameters such as the efficiency of justice, the protection of human rights and corruption;
5. The fifth criterion is instead a rating from 1 to 5 assigned by the firm's experts on the basis of a general overall consideration of the other 4 criteria and on the basis of their professional and personal experience gained on site.

The third macro-category instead aims to identify the type of lifestyle for that given country. To do this it relies on these 5 sub-categories:

1. "Quality”: the first criterion assigns a grade to the Country based on its positioning in the “Life Quality Index” which measures the quality of life in Countries based on a series of factors and indices;
2. "Cost”: the second criterion instead measures the cost of living in that given country, assigning a score from 1 to 5 (where 1 indicates a very high cost, 5 a very low cost) on the basis of the various indices on the cost of basic necessities of luxury goods, rents and average wages;
3. "Happiness”: the third criterion assigns a grade to the Country based on its positioning in the Happiness Index”;
4. "Education”: the fourth criterion assigns a grade based on the Country's positioning in the Education Index, which measures the level of education and its quality, combined with other parameters such as the Country's level of culture;
5. The fifth criterion is instead a rating from 1 to 5 assigned by the firm's experts on the basis of a general overall consideration of the other 4 criteria and on the basis of their professional and personal experience gained on site.

The fourth category analyzes the Country's tax system in general, relying on the following 5 categories:

1. "Rate”: the first criterion assigns a grade to the Country based on the average percentage of the tax burden expected in that Country in general, i.e. considering all types of tax (5 low or no tax burden, 1 very high tax burden);
2. "System”: the second criterion instead assigns a vote to the country based on a series of more specific indices, which take into account incentives, taxation of holding companies, CFC regulations, regulations on “transfer pricing”, thus identifying the potential attractiveness of the country on the tax plan;
3. "Black List”: the third criterion instead assigns a vote based on the presence or absence of the country in the main black lists on residence and international tax collaboration, based on how much a country is "attented" by the international tax authorities (1 very attentive, 5 not very paid attention);
4. "Agreement”: the fourth criterion, connected to the third, instead assigns a vote based on the actual activity of exchanging tax information that the country has with foreign countries (adherence to the exchange on request, adhesion to the CRS legislation, existence of agreements on double impositions, quality of information exchanged, etc.);
5. The fifth criterion is instead a rating from 1 to 5 assigned by the firm's experts on the basis of a general overall consideration of the other 4 criteria and on the basis of their professional and personal experience gained on site.

The fifth category instead deals generally with the topic of "expatriation", i.e. it analyzes the conditions for moving to the country and for obtaining citizenship. The 5 criteria on which it is based are:

1. "Passport": the first is the strength of that Country's passport, and assigns a grade based on the Country's positioning in the Passport Index";
2. "Residence”: the second criterion assigns a grade to the Country based on the ease with which it is possible to obtain residency in the Country, based on specific criteria (any investment cost, obligation or otherwise of physical presence, number of years necessary to obtain residency permanent, quantity of solutions for obtaining residency, etc…);
3. "Citizenship”: similarly, the third criterion assigns a grade to the Country based on the ease with which it is possible to obtain citizenship in the Country, based on specific criteria (possible investment cost, obligation or otherwise of physical presence, number of years necessary to obtain a passport, etc.);
4. "Duties”: the fourth criterion instead assigns a vote based on some specific burdens that could be attributed to the citizen who acquires citizenship or residence in the country (existence or absence of expatriation, possible military service, presence or absence of the death penalty , etc...) and in general to the rigidity of administrative and criminal legislation;
5. The fifth criterion is instead a rating from 1 to 5 assigned by the firm's experts on the basis of a general overall consideration of the other 4 criteria and on the basis of their professional and personal experience gained on site.

The sixth category instead specifically concerns business opportunities in the country, and takes into account some factors (some already present in the other categories), such as:

1. "Economic”: the first criterion evaluates the Country's economic freedom index, assigning a grade based on the positioning in the Economy Freedom Index;
2. "System”: the second criterion instead assigns a vote to the country based on a series of more specific indices, which take into account incentives, taxation of holding companies, CFC regulations, regulations on “transfer pricing”, thus identifying the potential attractiveness of the country on the tax plan;
3. "Services”: the third criterion assigns a vote based on the Country's positioning in the “Public Services Index” which measures the level of quality and efficiency of public services in general also in relation to business activity (bureaucracy, ease of obtaining permits and authorizations, accounting bureaucracy, etc.);
4. "Justice”: the fourth criterion evaluates the level of justice and efficiency of the institutions with reference to economic freedom and business activity;
5. The fifth criterion is instead a rating from 1 to 5 assigned by the firm's experts on the basis of a general overall consideration of the other 4 criteria and on the basis of their professional and personal experience gained on site.

The seventh category instead evaluates the attractiveness and suitability of the country in terms of quality and services regarding the family, and is based on these 5 criteria:

1. "Education”: this is a grade attributed based on the Country's positioning in the Education Index which measures the quality of school and university services;
2. "Healthcare”: this is a grade attributed based on the Country's positioning in the Healthcare Index which measures the quality of the healthcare service;
3. "Safety”: this is a vote attributed to the Country on the basis of its positioning in the “Safety index” which indicates the level of safety and crime in the Country;
4. "Family”: this is a vote attributed to the Country on the basis of its positioning in the “Kid Friendly Index” which identifies the level of suitability of the Country in the protection of children and adolescents from different points of view and indicators (school services, recreational services, protection of human rights , etc…);
5. The fifth criterion is instead a rating from 1 to 5 assigned by the firm's experts on the basis of a general overall consideration of the other 4 criteria and on the basis of their professional and personal experience gained on site.

The eighth category instead analyzes the conditions and opportunities of the country with respect to those who intend to move there as a pensioner. The 5 categories used are:

1. "Safety”: this is a vote attributed to the Country on the basis of its positioning in the “Safety index” which indicates the level of safety and crime in the Country;
2. "Retirement”: this is a grade attributed based on the country's positioning in the Word Retirement Index, which measures the quality of services for the elderly and the attractiveness of the countries for pensioners;
3. "Healthcare”: this is a grade attributed based on the Country's positioning in the Healthcare Index which measures the quality of the healthcare service;
4. "Quality”: this criterion assigns a grade to the Country based on its positioning in the “Life Quality Index” which measures the quality of life in Countries on the basis of a series of factors and indices;
5. The fifth criterion is instead a rating from 1 to 5 assigned by the firm's experts on the basis of a general overall consideration of the other 4 criteria and on the basis of their professional and personal experience gained on site.

The last category instead considers the country's ability to meet future challenges and its approach and preparation in areas such as technological innovation, research and in general its projection into the future, with a look also at the geopolitical conditions that could create risks in the near future. The 5 criteria used are:

1. "innovation”: this is a vote attributed based on the Country's positioning in the Global Innovation Index, which analyzes the propensity of society and the economy towards innovation;
2. "Peace”: this is a vote attributed based on the Country's positioning in the Global Peace Index, which considers the conditions of peace in the Country, its stability and in general the exposure to geopolitical risk;
3. "Environment”: this is a grade attributed based on the Country's positioning in the Global Environmental Index, which measures the Country's ability and propensity to face the challenges of climate change and a sustainable economy;
4. "Economic”: this criterion evaluates the Country's economic freedom index, assigning a vote based on the positioning in the Economy Freedom Index, also from the perspective of innovation, research and innovative start-ups;
5. The fifth criterion is instead a rating from 1 to 5 assigned by the firm's experts on the basis of a general overall consideration of the other 4 criteria and on the basis of their professional and personal experience gained on site.

The GV Index can be used to compare two countries on the same category but also by putting together 2 or more categories of interest to establish, according to international standards, the data and statistics on which the indices considered are based, which country is most suited to the own needs.

The criteria can in fact also be evaluated separately or cross-referenced based on the specific needs of the interested party (for example, if the interested party is a person without a family who intends to move to a country that guarantees him freedom of business with favorable taxation, without incurring risks linked to legislation, will only be able to combine the "Taxation", "Freedom" and "Business" indexes, ignoring all the others, while if the need is to move with the family to a country suitable for a family context, without particular interests business, will only be able to cross-reference the "Location", "Family" and "Lifestyle" criteria, ignoring the others). 

This also means that a country that is low in the general ranking is not necessarily very convenient for specific needs. This is the true flexibility of the index and its ability to adapt to all possible needs.

The scores are updated from year to year (except for particular events) based on the updates of the relevant rankings, of the Indexes but also by virtue of certain events (political, geopolitical, regulatory, diplomatic) which may affect a given criterion.

A tenth general criterion is being studied, called “Burocracy“: it consists of a general evaluation of the ease with which it is possible to achieve certain objectives in the Country in terms of timing, bureaucracy, on-site contacts. It therefore concerns both an objective data, consisting in the specific evaluation of the difficulties and timing expected in that Country, and a subjective criterion, consisting in the efficiency of the GV firm's contact network in that given Country to achieve those objectives. This criterion also has 5 sub-categories, which are:

1. "Residence”: the parameter measures the ease and speed in bureaucratic, chronological and economic terms of obtaining residency in the country;
2. "Citizenship”: the parameter measures the ease and speed in bureaucratic, chronological and economic terms of obtaining citizenship in the Country;
3. "Company”: the parameter measures the ease and speed in bureaucratic, chronological and economic terms of opening a company in the Country;
4. "Bank”: the parameter measures the ease and speed in bureaucratic, chronological and economic terms of opening an account or an investment fund in the Country and in general the efficiency of the banking system in terms of payments, deposits, collections, relationships with financial institutions credit.

5. Contact”: the last criterion is a subjective evaluation that indicates the ability of the GV firm to manage residence, citizenship or business practices quickly and efficiently based on on-site contacts and existing relationships with the Country's institutions.
